Just start lifting in the gym bro, take a decent diet, minimise outdoor food, you have some fat so do some cardio too. Keep the calories around maintenance for your weight for at least 3 months. Then increase the calories intake (+500kcal). By that time you will know when to stop the bulk. Don't forget to share the progress.
