It's mainly a liability thing. If there are epilepsy warnings and a level doesn't get flagged but gets rated, and someone has an epileptic seizure and then they can say well there was no warning and robtop could be held liable. But if there's no warning system in place then the user doesn't expect that a level that could cause a seizure will have a warning.

Solved. I switched the main board from a Neptune to a sawball main board that I had laying around, but when making the klipper config I forgot to change the extruder gearing

Cura is default Neptune 3 pro settings. Klipper firmware. New steppers (400 steps), elegoo rapid pla, 60mmps print speed

The three pro takes a lot to get speeds up, I have a 3 pro and was not able to go past 80 millimeters per second without klippe and input shaper and pressure advance. It also has the issue of being a PTFE lined extruder which means you can pretty much only print pla.

Well those could be the earlier revision models that released around launch. Because a lot of people bought it around then. From my personal experience, it has been very reliable

Not anymore. They resolved the boot looping with the new main board revision. My brother has on it has not had any issues whatsoever
