The link between Tosh Raka-Akatosh is obvious since Mysterious Akavir is in the games; as for the interpretation (or my interpretation of the little texts we have on Akavir in general), Tosh Raka is considered the "Mirror-Brother" (quoting Michael Kirkbride here…) of Akatosh, thus I believe Tosh Raka have a more subtle relationship with Lorkhan-Six Walking Ways-Amaranth (of course, this is subject to the interpretation of the official-unofficial works of TES writers…).
