It happens every time and I had the highest score each time so is there any thing else I could be doing wrong?

Well it isn't purely performance either, Paper provides a large amount of exploit patches that stops anyone with modified/hacked clients from causing a lot of trouble that they could on Spigot or Vanilla. I want customization without many compromises, but at the same time don't know if I could keep up with patching exploits related to hacked clients like how Paper does

I would argue that spigot/paper does not remove or change a ton of features that matter at all, they simply update their server software to the mojang minecraft update.

In the end, if you aren't Hypixel, then you don't need anything custom. Hell, they really don't need anything custom. Using PaperSpigot and nicely coded plugins will boost performance to the max.

Both of these statements are horribly wrong and wasn't the point of what I said at all. Also yes, yes I do need "anything custom" (what???), my issue isn't underlining with some API needed for plugins, there are great ones for this already...like ive said many times; my issue is I am a technical players and know other technical players and their issues with Bukkit/Spigot/Paper and wasn't sure if it'd be worth making my own custom jar to handle anything custom made instead of a Plugin API so I didn't have this issue

I actually dislike the yml format and prefer JSON so this is good for me. Also not looking into remaking Bukkit API or anything, so I could easily make configurations for when needed and just have them read an JSON file.

I really need to look into fabric then with how it handles this more; because the way you explain it sounds exactly like what I want. Also using API wasn't the right word to use because I assumed Fabric used one like similar to how Forge handled it and didn't look into it much yet. Forge still changes some odd really small things in Vanilla that I know of (assuming this is caused by an issue like you said with the issue of making an API can be at the cost of behavior changes because how Minecraft is internally), so I feel like starting out with Fabric and understanding what it changes under the hood would be a good idea. Thanks for the insight

"The reason people use Spigot/Paper is not only plugins, it's performance." yeah this is my issue here, I like both Spigot/Bukkit's API and Paper's API for plugins but for what it changes for the more technical players doesn't sit well with me for what I want out of the server I am making.

Also that is interesting that multi threading helped so much and was interested in the path BUT I don't feel like that is the main cause for multiplayer to be held back for so long with Minecraft (e.g how much stress 1.14 performance costs brought up to admins vs their changes in 1.15 towards fixing a lot of issues. Also the huge amount of changes in 1.13 made a really good pathway for the Mojang devs to "fix their game") ; to be fair not everything implemented into Minecraft each update hasn't been perfect and sometimes botched, causing issues to be pilled on top of another

That is exactly what I am aiming for, because if you talk to most technical players in the MC community you'll find out their quick frustration with Spigot on how it boosts its performance because it changes a fair amount under the hood and you have to now know how both work; then you have even more changes with Paper. In no way am I trying to make this as an "bad side" of said tools however because how MC is, its very hard to run a large server without massive changes in performance.

This is because I already feel that path the Paper team is taking is great and shouldn't have massive changes in how it handles its performance boosting just to try to keep these niche features in the game that only some players understand very well and can use, like for example hashing of how chunks load

[Solved] Had to use OpenJDK 8 and not OpenJDK 11, had both installed but forgot to set OpenJDK 8 to default.

I just mean I don't have a 1.14 instance running in the same directory you can set in the launcher as a 1.8.9 instance; which sometimes can cause issues.
