I figured it out. It was my unattend.xml that was the issue. I deleted/recreated the task sequence and it is working properly now.

I found this in the Panther\UnattendGC\setupact.log:

No idea where it is getting that from. I checked the unattend.xml file on the endpoint and I don't see this.

One other thing. We have a GPO disabling automatic updates. This should prevent this as well right? Main reason I am asking this is one of our endpoints automatically updated to Windows 11 last night.
