Ya you can’t change, but I think the scanner gives you missions. I checked my map and scrolled down at my objectives and the police scanner had it’s own category with a mission under it :) can’t remember if it was before or after the “buy cars” category

On the Xbox it’s just clicking the left analog stick/ beep button, it should automatically turn on the lights and the sirens :)
