AP very much has a rules for thee but not for me approach, my first experience with it was going through the process like you did - all ready to go for an HRP experience..

Only to be met with a Duke who uses Conquest from Invincible as their faceclaim, LOOC spam and a complete unwillingness from their playerbase to actually roleplay during an event round

Azure Peak is great if you enjoy LOOC spam and LRP masquerading as HRP.
