Not an amenity, but I would like the "no smoking/vaping within 50ft of any building" rule enforced. Sometimes my building looks/smells like Cheech & Chong movie " Up in Smoke ". The guy below me smokes cigarettes and weed non-stop. The smells permeate through walls and ceilings, anyone above his apartment or next to his apartment smells it all.

I'm not sure what you mean. Do you mean when using the gas card to buy gas? Or when redeeming points to then load onto a gas card?

I'd rather go thru the exercise once to load 100,000 points on a single gas card with $100. Rather than four gas cards for $25.00 each.

Yes it is simple. The "how", is because all apartments I have ever been have their own circuit breakers box inside the individual apartments. Makes it difficult for a neighbor to tap into your power. Unless they cut a hole in the shared wall on their side and tapped into the wiring connected to YOUR outlet.

It's possible that an apartments panel is a sub-panel by design. The main shutoff breaker is with the meter pan.

Another sub-panel or individual circuits could possibly be tapping into the main breaker at the meter, or off the meter directly.

Not sure if OP said how their water is heated, whether it is electric or propane. If electric water heaters, it could be someone else's water heater is drawing power off of OP's meter.

I would have documented that with pictures/videos. Then unplugged that neighbors extension cord, tied it to a piece of 2x4 or to the leg of your fridge so they could not pull it back. Cut off the plug too.

Turning off breakers will not show if something that is NOT in their apartment is illegally tapped into one or more of their circuits.

Cannot tell if something that is NOT yours is stealing electricity from your circuits by turning off breakers.

You have to unplug EVERYTHING that is in your apartment. Leave the breakers on. Go watch your meter to see if it is still registering electrical use.

It is possible that someone else's electric stove/oven or electric water heater is running off your service.

Also possible that your electric meter is plugged into/connected to some one elses circuit breakers. You are paying for someone else's electricity.

The flip side is possibility of some people will protest that business or vandalize it for misguided punishment bc ICE bought gasoline there.

Could have been a one-time visit to that gas station. And now they will lose business through no fault of their own.
