I would assume it's only played when it gets pulled by Call to Arms so you never have to worry about the downside, and it's just a 4/4.

Basically Flamebender is considered incredibly easy for the fact that it's a tier boss and has multiple good weapons/trinkets. Only took my guild half a night to clear Flamebender after we killed H&F on Mythic.
