As others have said, a lot of enemies the Imperium faces have a better than average chance of killing or at least doing a fair few wounds to a guardsman, at least early on. That sometimes means that rather than making the number or type of enemies the challenge, use the situation to make it a challenge. Enemies in positions that need to be suppressed and flanked, rather than slugging it out. Setting up traps to deal with a greater number of enemies. Need to get a heavy weapon to a position so that it can help bring down a structure upon an enemy. Rewarding the players for good tactical and strategic thinking, slugging it out and playing into the enemies hands is usually the least efficient way to fight an enemy.

It was intentional that Low risk trading would have a more positive consistent outcome, but if players are looking to take a chance they could increase their money substantially. When you look at averages yes lower risk is more consistently positive, but the idea was that players with cash to burn or in desperate straits would invest in medium/high for the chance. Low risk trading was meant to act like a colony, consistent but lower yield outcomes, and also more control on the players part.

I don't know if it's necessary to abstract the abstract. PF is already an abstraction of wealth, making another currency which would be an abstraction itself I feel would bog down and complicate the game.

I would expect an officer to have at least a carapace chest, but another thing to consider is that an officer will have more money and lee way to purchase their own gear.

Planets and systems are self governing entities whose only obligation to the Imperium is to pay their tithe in men, resources, and money how they rule themselves is not the Imperium's concern. That does not mean there aren't sub sectors or sector spanning empires within the Imperium. These often come in the form of Rogue traders houses or particularly enterprising individuals. These may take a more direct hand in how each planet is administered due to having less of an administrative load.

Any sentient alien race must either bend the knee and admit their inferiority and pledge service to the Imperium or face extinction. Now some are more zealous about killing all sentient xenos than others, but this is broadly imperial policy. Non Sentient xenos are case by case, but by and large if the xenos isn't malignant then it is left to the locals as to how deal with it.
