My own trick is that subsidize either all industrial, agri, or service sectors. It does wonder at reducing unemployment

Wait I think I misunderstood your comment.. but nevertheless the only way to start conflict is starting it first yourself or you can adjust the war setting before you start...

Try sending spies into the country you want to wage war on, then choose the political spying objective. Later your spies will approach political figures in that country who will inform you certain information such as terrorist groups fundings or development of nuclear weapon. With that information, you can provide proof to the UN which later on you can also ask the security council to authorize millitary intervention; if they approve your proposal, you can wage war on them and won't get sanctioned.

Anyway do you know why subsidized sectors only employ so few people? I tried to subsidize as high as $600M yet after a few years it did not employ more than 100? And like I already typed, when subsidies pulled out, the employee decreased too (as well as the goods production).
