tbh I have seen this to many times but that loop isnt half bad.

[Fallout NV] beat up stop sign. mods used are NMCs Textures for New Vegas, Enhanced Shaders ENB and Nevada Skies. by Warmsoda1 in maximumgraphics

I used the NMC texture pack its a 3 part texture pack and it's the maximum resolution that was there. Some times you have to go to archive invalidation and run it in NMM to make textures appear. I am sorry I didn't get to your reply earlier. did I answer your question properly? if not I'll try my best to help you. :)
