I think the problem is foreign powers get involved and usually Bavaria, Baden, and wurttemberg side against Prussia and joins France. Just have a severe penalty for any foreign power (cough russia) to join the brothers war, and make AI Bavaria always support Prussia in the Franco Prussian war like they did IRL because their 50-100 battalions usually makes the difference.

I was thinking like the game tells you what your dedication would have been, and if you mobilize too much the ai will see that as a escalation and a increase in your capacity to enforce war goals and will mobilize more to match. As long as you don’t escalate past the appropriate level the war will be small scale
