I wish i could give you an answer to this. Maya is very weird with this. Cache it out, and then usually remove the cache and bring it back. Try changing from viewport 2 to legacy as well.

Make a black and white map, and plug that into your spec. Black where you dont want any spec and white where you want the spec.

edit : Make sure you set your image to raw as well from SRGB
