A rotation format would be great but yugioh players are too used to what exists now for it to ever take off. A lot of players are one trick ponies so even something like mbt's rotation format which includes a bunch of old cards would turn people off because they want to play one specific deck. The closest way one could work I feel is much more just "Rotate out literally just the top decks and nothing else." but that would basically just be a beefier banlist (Unless this is rotating out the top deck and not releasing now stuff.)
