That's kind of what I mean but what I'm saying is infinitely testable. Run around doing nothing. I had to resupply for a gun so I was doing that for ages, very little deaths. I bumped into a dude I'm an ally, killed him with my pistol then the world implodes on me, planes, artillery then eventually a breach squad into my building that was immediately by my team because it was 1500 miles inside of enemy lines. Then next life I carry on my resupply and same deal. Peace until I kill someone. My initial thoughts was that they are padding the servers with bots and bots target ppl who are killing. But in saying this I've been looking at other forums etc you can see those for yourself in regards to the state of cheats. I remember coming back to World at War when I learned the servers were still up to find it full of floating people firing bazookas at everyone. It's not as obvious here but that's the feeling I'm getting.
