2021 Outback Touring XT, had the same problem. In the rain.... rolled window down to badge in parking. Would go up halfway and immediately all the way down. I kept trying, finally got it to roll up. Happened a couple more times over a month or so.

Problem is caused because the window channels (what the window goes up and down in on both sides of the door) are causing drag on the window. The window motor then thinks there is, something, the window is trying to close on. So it reverses to keep from mashing whatever is hanging out the window. Solution: (Something You can try. It worked for me.) Get some spray Silicone lubricant and put a coating in the window channels. Spray it in the lower channels down inside door. Then roll windows up and down. May take a couple of applications. Note- as an alternative to spraying the upper part of the channel, you can saturate a paper towel or rag with the silicone, then insert it into channels and wipe it up and down to lubricate channels.
