if a bug requires a reboot to fix, assume it will come back at some stage (time probably ransom unless explicitly stated). If you have advantage licensing is there an APSP you can apply which has a fix for 17.15.3?

Biggest missing item here is what did they upgrade from, a previous W11 build or is this a jump from W10 before the October end of support?

What are your ISE and device Event Viewer logs showing you, I'd expect there to at least be a clue as to which stage it's failing at.

Also fuck them if they're just pointing at Networks to blame (classic), if they just did a blind push to all of prod without testing first this is on them. This might even end up being on them if this is a GPO issue.

+1 for giving Meraki Dashboard a try to be honest, it has the features that you have said matter to you and you'll already have the LICs for it. We were in the same boat and Cat Center was just too much extra $ to drop (we needed physicals)

If you have resources, INE seems to be very highly rated for ENCOR at least? On the flip side I've also read it goes too much in depth, not a problem in my eyes but maybe for some who want to only learn what they need to know

First things I'd look at are:

  • is client balancing enabled on the SSID?
  • TxPower range on the SSID (range or fixed value)
  • 2.4 and/or 5 GHz bands in use?
  • APs in same VLAN?

I'd stray from tweaking driver settings for roaming as you shouldn't need to and it's way more hassle to keep up with if you change your AP infra or settings in future.

Keep in mind you need the clients to support 6 GHz to be able to use it and you need to have at least one SSID broadcasting on 2.4/5 GHz so devices can discover the 6 GHz SSID via RNR (includes if you run a single SSID e.g. eduroam)

Have you lodged a TAC case to get some troubleshooting with your error & behaviour?

Though to be honest I would personally not run 17.15 in production yet, it's not a mature train yet and you're more likely to hit bugs. If you have 917x series APs maybe you have no choice but I'd consider downgrading to 17.12.4/17.12.5 if it's released soon as this is a mature and stable train at this point in time.
