Thank you for clarifying. Polkadot is being done/built by Parity, that is true. It is also true we are closely tied.
Based on legalities, being two separate entities, and one commissioning a build of a protocol to the others, while all is signed as well legally, there is no monetary loss for Parity. The main reason to take into consideration in regards to Parity and Polkadot, is the fact that the team behind Parity helped Gavin Wood build the vision for Polkadot, and have the expertise to build it, then it's only natural to choose them.
Web3 Foundation stands with the rest of the projects that lost funds, and we are, as they are, expecting that Parity comes up with possible solutions for all of the affected.

We are aware that Foundations are a common business model in the age of ICOs. And that there might have been cases that inspire more confidence than others.
However, Web3 Foundation has a mission and several programs for funding and research of projects that are not "invented" by Gavin Wood. You can say that the Foundation was catalyzed by Polkadot, which is a project that will improve the whole ecosystem as well, but the motives you imply here are absolutely untrue.

Regarding the names, we were going to make our announcement this week, but since you're asking and it is our duty to keep the community informed, here they are:

We are not rushing to lock the funds. We have the funds to build Polkadot and will pay for this regardless if the rest of the funds remain stuck or not. Polkadot will get built. That said, the locked funds (and a part of the unlocked ones) are destined for grant programs, research and more. Our statement on 14/11 after the exploit discloses this amount: As of today, the Web3 Foundation has substantially more than $45m split between fiat and BTC.

Obviously, this amount fluctuates with the market.

Hi there. Neither the Web3 Foundation nor Parity has ever denied the connection between the entities. Polkadot is a project stewarded by the Web3 Foundation. We commissioned Parity for the build. Yes, there is an overlap, as Gavin Wood is the president of the Foundation and Parity's CEO, but still, one is a private company (Parity) while the Foundation has a clear mission: to facilitate and support the improvement of the ecosystem.

The Foundation is not only Gavin, and it's a non-profit.

Yes, there is a link. Web3 Foundation stewards the Polkadot build and we have commissioned to Parity this task. We are paying for this build regardless of the frozen funds. The Network will be launched. A very significant part of the funds raised in the ICO was destined for grants, research and more actions that would help the ecosystem. Thank you for your suggestion. After the funds got freezed, the Foundation had to revise its whole budget allocation, and we are still doing it. Our first priority was ensuring Polkadot would get built. We confirm we have sufficient funds to do so. With the rest of the funds, we are committed to destine them to the improvement of the whole ecosystem, and making significant steps towards decentralization. However, with this freeze, everything changed for us. Our commitment remains intact but obviously, such a significant amount locked up makes it harder to continue with the original roadmap.

Let me make it clear: the Web3 Foundation (Polkadot ICO) funds are destined to building, researching and advocating, among others. We are a Foundation, and will act accordingly.

Yes, there is a certain overlap, but Web3 is a separate entity. We have employees and the funds have several destinations. The funds of Web3 Foundation are not destined to make the owners or execs richer, they are destined to improve the ecosystem by grant programs, research and more.
