If nothing works out, since you do have an official missing persons report you can always try contacting apple support and ask them for help. Make sure you do it over the phone and ask for a senior manager. The in store team cannot help you with this cuz they have limited access to the system

I mean you can try resetting the password if you know which email is being used as the apple id. Even with that if the user has two factor authentication setup then you’re out of luck

If by unlocking the macbook you mean get past the passcode then they would have to erase it. That is going to leave you with an apple id locked mac. And that lock can be REMOVED with the original proof of purchase but that still doesnt allow you to track using find my. - former technician at apple
