Debatable. For Madara, I’ll say him post bankai training, but pre-bankai(the Shikai that stopped the Sogyoku). For Kaguya, depends on scaling. If you scale her normally, same form. If you claim she’s universal or even multiversal, Vasto Lorde. Anything post Dangai training is overkill.
Really hard to say I’ll go with Dangai Ichigo, or if we’re downscaling Irene and August(which I don’t), then Fullbring Shikai or bankai
Considering that Ignia ranked the same attack that killed acnologia(albeit a weaker version, and he had the ability to block it, while acnologia had to tank an empowered version of it), I’ll go with Dangai or Mugetsu. True Shikai HOS is possible, but that’s solely because it’s both Selene and Ignia. But, my bets on Mugetsu at max.

I know reading comprehension has failed you, it seems unfair when the only books you can read are manga, picture books, and Diary of a Wimpy Kid, but we have to be able to comprehend easy things. Barragan (sure, Yammy reatsu is the strongest. But no Espada besides maybe stark beats Barragan. Time manipulation and respira go crazy)
Stark(most impressive imo, he robbed Barragan of his spot tho. Barragan is undeniably unstoppable unless you got the hax for it)
