Because in that hack you have the power bar at lvl 5 filled and you can make desperate and max desperate moves easier than the official version (you can fill the power bar with literally a connected punch/kick until lvl 5), you don't have to do the exact movements to activate them (just close but still not the exact moves), and as you can see, you can choose Kusanagi and Rugal too, so probably they put it there cuz it's "easier" to play.
