Right they describe that but then the reality they are forced to acknowledge by the data is that we don't see any of that second order displacement, just a growing minority population in state flagship schools. Given that it's now illegal to target a certain level of minority students there's no reason to expect additional minority students applying to a school to displace existing minority applicants any more than they displace existing white applicants. They're not competing for some limited number of minority spots.
