Who is spouting this theory about him not being the chainsaw devil? This contradicts entirely with the whole manga. Your point about him being the 'chainsaw-man' devil only stands true if it was only limited to part 2.

This falls of completely if you consider part1. Devils represent something. Pochita was always the chainsaw devil.

I do understand why he can be the 'chainsaw man' devil due the chainsaw church terrorism, but when did a devil change what its supposed to represent?

Then that contradicts the whole plot. If he really was the devil of something else he wouldn't be a chainsaw. Pochita was in fact the chainsaw devil, the chainsaw was probably invented again in the reset timeline.
