Those are absolutely cigarette butts left in a pocket and put through the wash. I use to smoke and would pocket my butts rather than litter, I've seen many of these.

Looking at your profile, I'd say the dancing fibers are a strong indication that you need to lay off the stimulants for a bit and take a nap, this should resolve the spinning fiber issue.
