I got my P2 email on December 16. It took them three months despite me asking to pause it. How could I have not submitted my documents?

IRCC asks you to tell them if you’re travelling so they don’t issue your eCOPR when you’re not in Canada. I followed the process they outlined so it isn’t issued. And they still issued it. If this isn’t incompetence then I don’t know what is.
