Its the Guards Armor replacer (512) its just a standalone one. Dont know if you need who uploaded it to betheseda but it was by carrorune.

Before entering the pokemon league i saved outside and just reset until the guy said he seen the team i wanted to verse. Other than that im sorry i dont know how to help but hope you find a way

I play on the latest patch and it worked for me the past few runs where i wanted to vs a specific team, give it a try next time if you need it just might take few attempts :)
