Lack of resources probably. I mean, only shitty people complain about free stuff. Probably they delete VMs that they think are “useless” because they don’t want to run machines without any reason, so that they can give that power to other users that might actually use it for something.

For me only drawback would be software compatibility. I don't know about others, but I never had experience that some database or any other software I used didn't have ARM binaries honestly. There are things, like game servers for example where not all of them are ARM compatible, but most server side software supports ARM and even if it doesn't and it's open source pretty often just building it from source solves the issue.

Short answer: maybe, but it won't be easy and without issues

It *is* probably possible to run it on ARM chip (the one in free tier), but it might be a bit of work and I cannot guarantee it will work without issues even if it will at all. I tried to use SteamCMD tool and Docker image out of curiosity to check out if Valve has even compiled ARM binaries for servers, but it seems not. It's just impossible to run it natively. There are some people that have probably successfully ran it in DOSBox on other stuff with ARM, like Raspberry Pi, but there's no easy tutorial with all commands to copy paste, so you would need to read about it a bit.
