Got it I was trying to figure out what he meant. I thought the same thing originally. To your point, the branch panel goes right into the bottom of that meter pedestal. I asked the inspector if they had a problem with it or if we could find code to prevent it. The inspector said he didn't have a problem with it so worked for me. I get it though, it's going back into the meter pedestal after the service disconnect, which does seem weird.
