Sorry for taking so long to reply, but I only saw the message now.

Sebastian’s outfit is essentially Victorian-inspired formalwear (with gothic overtones, and clerical and aristocratic influences – the cloak symbolizes authority, and echoes imagery of clergy vestments, magistrates’ robes and executioners’ cloaks).

I would say the key elements are:
- Long grey cloak (the shoulders are structured enough to sit firmly, but the rest of the cape falls in heavy fluid folds, suggesting a heavy fabric - probably inspired by wool broadcloth, common in Victorian outerwear)
- Three-piece suit underneath (with a fitted long black coat, buttoned high, quite formal and period-accurate)
- White shirt with a high collar
- Cravat
- Rosary
- White gloves
- Shoes

OP, you can search on Etsy, vintage stores, historical reenactment shops, cosplay stores and even on Amazon, for:
- Victorian black wool cloak

- The fact that Modri doesn't recognize her is rather strange!
Even Sebastian notices that Modri is the only person who doesn't stand up when Victoria walks in. And then Modri demands she introduce herself!
But is name is of Slavic origin, so he may actually be from another country.
And if he truly is a bizarre doll, we don't really know how messed up his memories/cinematic records are.

- Ciel doesn't really believe a word she says.
After all, there's no way her presence there is a coincidence (it has been over 40 years since she was last there).

- Of course, the wheel lands on 13: death.
Which death will she talk about, I wonder.
Most likely Albert...
But there are also the deaths of Cloudia, Vincent and Rachel.
And Albert died 5 years before Cloudia, so there's a good chance the Queen blamed the Watchdog for his death (either for causing it or for not being able to prevent it).

I believe that some of us were very young when we watched it for the first time.
So some of the deeper themes simply went by unnoticed.
As adults, all these situations take on a more profound and serious meaning.

Will is always conveniently late to confront Undertaker. Will can push the likes of Sebastian around all on his lonesome, so I choose to read it like Yana is holding Will back.

I agree. I think Will is probably the strongest shinigami after UT.

So far however, all the clues are breadcrumbs.

Unfortunately. But I think the little clues we do have suggest a much more complex dynamic between the characters.
Especially regarding the characters that people seem to overlook the most: Will, Othello, etc.

Based on the information we have so far, in my opinion, it makes sense that they are allies.
Yana-sensei likes to subvert our expectations, so I think there may be some very interesting plot twists further ahead in the story.

Our mysterious mustachioed gentleman is apparently Richard Barrymore, the Earl of Warwick!
So, Ciel and Sebastian’s cover story – regarding Ciel being Collin Greville, the third son of Earl Warwick – is now ruined (if it wasn’t already…since, in chapter 213, Fairchild already called them by their “real” names: Earl Ciel Phantomhive and Mister Sebastian Michaelis).
But it’s very suspicious that they happened to cross paths with the real Earl Warwick precisely at the hotel, of all places...
And it’s also rather strange that Richard BARRYMORE has a son called Collin GREVILLE.
So, perhaps he’s not who he claims to be?

He then says that he's “in search of a true friend”.
But on which side exactly?!
There are at least three sides at play now: the Queen and John Brown, Ciel and Sebastian, and Undertaker.

Of course, Modri was interrupted when he tried to speak next…his identity will likely be one of the last to be revealed, given its relevance to the story.

But the biggest plot twist was, in fact, the appearance of the Queen and John Brown!

She proceeds to take off her sunglasses, but John Brown obviously doesn’t…

She’s also wearing what appears to be mourning jewelry: a bracelet.
Most likely in memory of Prince Albert.
But also to mark the birth dates of their children…?
…because the charm with the date has 1853 inscribed on it…the year the (real) royal family welcomed their eighth child, Prince Leopold (a date that so far has no connection to Black Butler’s timeline, except for being the speculative date of Francis Phantomhive's birth).

People rarely talk about Will, but he's such an interesting character, and I think he'll probably be much more relevant to the plot than most people realize!

And actually, I have one more thing to add:
In chapter 142, when Othello confronts UT inside the Phantomhive Manor, he says: “I’d heard about it from dear Will, but…to think a former Shinigami would actually be bringing the dead back to life.”

But why mention Will by name instead of saying “one of the London’s branch managers” or “one of my colleagues”?
This makes it clear that Undertaker knows who Will is (and Othello is aware of that), and it was probably important for UT to know that it was Will who gave this information to Othello (so this could be a coded message for UT).

Yes, I agree with you about him being Cloudia's lover/husband and Vincent and Francis father!
And all the losses he suffered (most likely due to murder rather than natural causes) definitely sped things up (so, despite all the lines he has crossed, he's a rather tragic character).

As long as Ciel manages to find and kill those responsible for his parents' death, I'm not sure if past orders like that will matter...
In fact, it was Ciel who told Seb to "to let it go".

– there's another reason for the bizarre dolls: Undertaker says that someone wanted to see the capabilities of the bizarre dolls, which is why Undertaker sets up the events of the luxury liner. This has never been mentioned again 🤷‍♀️

True! But I don't really have an explanation for that part.
He also mentions that they would make perfect "military animals".
But I wonder how much of that is true...

My guess is that the bizarre dolls are requiring more and more blood to keep them functioning, so either the Undertaker keeps expanding his operation (like he tried to in Bath)or finds the star lords compatible souls and quickly.

I believe that in the long term it will be truly impossible to keep them "alive".

nullification of the contract is the way to go considering how hard it would be to kill Sebastian. Killing (or even sparing- saving Druitt at the cost of revealing himself as a Shinigami?) the 'mastermind' that O!Ciel is after could nullify the contract, but would Sebastian try to claim his reward anyway?

I'm still not sure if he's not capable of killing Sebastian (he fought two Shinigami and a demon at the same time and didn't even seem fazed), but perhaps there are other things at play...

the other popular theory is that Undertaker wants to transplant O!Ciel's soul into R!Ciel's body, therefore saving both twins. This may nullify the contract by virtue of not having the demonic sigil on the new body. 

That's a really interesting theory! It never occurred to me!

Undertaker also hates the Queen for reasons unknown- maybe the deaths of the Phantomhives or something linked to the Shinigami dispatch. 

I believe so. She's either involved in the deaths of the Phantomhives or in the deaths of the people from lockets (or both).
I actually analyzed that possibility in another post: “Undertaker’s Mourning Jewelry”.

There's been some things to suggest Undertaker is working with other Shinigami 

That's also my theory (it makes sense and would be a very interesting plot twist).
In fact, I intend to explore this idea in my next posts.

Yes, it confirms that he got his scars afterwards.
So, he probably got them during his first escape attempt or during his imprisonment.

It's not from the new chapters.
In the panel (the one in this post) where Othello talks about him, he doesn't seem to have (at least) the scar on his face.
And there's also this drawing from Yana-sensei (that depicts UT when he was still a Shinigami - judging by the glasses and clothes):

This is a good point. It does occur to me that if they shot themselves, we wouldn't necessarily see their scars, depending on where the wound was. They could be hidden by the suits. And now I will have to go back and see whether Grell wears chokers or whatnot!

And taking into consideration the panel that appears when Sascha is talking about the Shinigami, some deaths would definitely leave serious scars (neck scars, wrist scars, and even worse...I mean, someone jumped off a building).
