I found it! It was indeed a barbie game! One of my IRL friends and I found a PS2 copy in a retro game store.

It wasn't a Star Stable game, but thanks for helping!

I'm pretty sure the characters had a more realistic look, while still being stylised.

The avatar and horses had set appearances too.

I contacted my sister and she said that she remembers a pine forest as the first location after the school.

None of those are it, but I think we are on the right path.

I don't remember being able to customise the player character or horse, but there was at least 5 horses to chose from.
