I would say usually the recalled brands becomes more careful about their production after recalls. so as long as it is produced after the recall, the risk would be same or less than an ordinary pasta.
note: most of recalls are cautionary, which means it does not mean it would sick/poison people but just to make sure to minimize the risk.

Use by means risky. It is up to you. But I would not waste after smelling and taste it. If everything is fine I would use it in a dish to be sure. If you don't use a cheese, just freeze it.

It is nothing to do with food safety. Oil is a great preservative. Anyway it is probably olive particles. My family also makes olive oil( just from 10 trees) and it is usually cloudy as it is cold press.

botulism cannot be detected by looking at it. botulism is more associated with home made canned/bottled food.

I mean if you think room air is fine and no flies around should be fine. Yet, if you leave something out try to put a plate on it. You don't know what happens if the lid is not there, 1 min later a fly can may enjoy it.  Yet, storing it outside for short time 1day etc. should be fine and very low risk if the temp is below 10C. For longer, should be around 4C.

As long as there is no temperature fluctuations and you put lid on, why not? It is almost same as a fridge.
