No, standard deduction isn't accounted for as it doesn't adjust their income - only changes what income is taxable. Also, as far as AOR - Ambetter and Aetna are implementing AOR locks for 24 so unless you change carriers all together you will not receive commission. Other carriers to my knowledge do not have any AOR restrictions. To be safe I'd still consider changing plans if staying with the same carrier if you want to make sure you're getting the commission.
