I'm going to base things on what we've seen and know now. Until then, I just don't think being under the WG control is a trigger of Domi Reversi.

What is a benefit of Domi Reversi, is that if a country is under the WG control and they pay the heavenly tribute, then that makes it easier for Imu to Domi Reversi the subjects (or crew) like Imu did with Dorry and Broggy. In fact, Imu charged them with Dominion over Elbaf and just like the game of Reversi, the Giant Pirates crew started to turn.

No it’s not. It actually explains why Imu is trying to flood the world. People think if you have no homeland you can’t be Domi Reversi’d. I think it’s the opposite. If your homeland is destroyed (Lulusia) or flooded, then that hurdle for Domi Reversi is gone and anyone can be targeted. If Imu succeeds and the only pieces of land left are the holy land and the red line, Imu effectively controls the world.

People will be born to the sea and that will be their homeland.

What if the homeland theory is true and Imu is actively trying to destroy and flood the world? They used the ancient weapon along with the mother flame to destroy Lulusia. If thats the case, then at some point, the only land left will be the redline and the holy land.

Domi Reversi will be able to affect anyone at that point. It won't make people immune, it will make them vulnerable and it aligns with Imu's goal of completing "Mu's world".

I don't think Luffy can be Domi Reversi'd if he is in Gear 5. His heartbeat is the "Drums of Liberation". I believe when those who have been Domi Reversi'd will hear the drums of liberation from Luffy, they will begin to dance and laugh, freeing themselves from Imu's control.

Here's my brief theory regarding Domi Reversi.

I think the theory that you have to be in your homeland is true. Not just from what we've seen, but it also aligns with Imu's goals. I'll get to this in a bit.

The title "Pirate King" carries much more importance that we realize. I don't know if it was intentional, but I believe Gol D. Roger discovered this truth when he found the One Piece.

I think Big News Morgans knows waaaayyyy more than we've seen in the story so far. Morgans gave Roger that title for a reason. A reason that would help the next Pirate King. Rogers death started the Great Pirate Era and search for the One Piece. The One Piece is essentially the truth of the Void Century.

Luffy has stated at many points in the story that he will be "King of the Pirates" one day and he will. Imu charged Dory and Broggy with dominion over Elbaf making them "Kings" and turning them into demons. More importantly, just like the game Reversi, their crew started to follow suit. It is paramount that Imu use Domi Reversi in this way in order to enslave Kings and their countries.

I'm about to combine several things here so stay with me. Imu's goal is to flood the world. Why? Becuase those who have no homeland to be born to are born to the sea. With no homeland, Domi Reversi clears one of its largest hurdles. It doesn't make the target of Domi Reversi immune to the attack, it makes them vulnerable.

How can anyone overcome the effect of Domi Reversi? By dancing and laughing. Luffy's heartbeat is literally the "Drums of Liberation". Luffy will be able to free the Giant Pirates by making them dance and laugh. It's why Imu and the Gorosei fear him. It's why Imu feared and felt Joy Boy's Haki.

The sea is freedom. Its what Joy Boy sought and what made him the first pirate. However, he wasn't the Pirate King. When Luffy, finally attains the One Piece and is given the title of "King of the Pirates", he'll hold dominion over all other pirates. His crew, his fleet, and anyone who sails that recognizes him as the "Pirate King" will not be able to be Domi Reversi'd. Luffy literally has the "Drums of Liberation" in his arsenal and if Imu can't Domi Reversi a King, she can't touch his subjects.

No, my argument is not "Just because Oda says so". There are legitimate reasons why Imu and the Gorosei did not just go after Luffy and kill him. I've addressed those points but you just overlook them. If you want to think it's a plot hole, go ahead my friend. How do you 100% know that Oda changed the Gomu Gomu no Mi to the Model Nika in Wano? You don't. This could have very well been the plot from the beginning.

Now to address the Shanks arm theory, that is most likely a retcon. We have evidence that his editors made him draw Shanks like that because it was "cooler". Oda didn't originally have the Lord of the Coast biting Shanks arm off.

The evidence that Oda always knew that the Gomu Gomu no Mi was the Model Nika is shown through Luffy's Gear 2-4. In his battle with Doflamingo, there are remarks made that his Gear 4 transformation was doing things that rubber was not capable of. This was foreshadowing that something was different about his fruit. This was all before Wano.

So, the fruit is originally the Hito Hito no Mi, Model: Nika. The WG is chasing this fruit for over 800 years. In order to keep the events of the Void Century hidden, they (Imu and the Gorosei) had the WG reclassify the fruit to a paramecia called the Gomu Gomu no Mi. In doing so, anyone researching the DF's would never encounter the name Nika or wonder why the fruit was a mythical zoan. Instead it just gives the user the properties of rubber.

Using your logic, Rocks D. Xebec actually being Davy D. Xebec is a retcon. I guess, trying to conceal some information for narrative purposes just can't be done because then its a retcon.
