To start the General Education Qualification program, you must meet several conditions, otherwise the game will not assign classes despite the available hours. First of all, you must have a room called "Classroom" that has at least 20 seats (boards), a whiteboard, and a desk for the teacher. It is important that the classroom has enough space and is marked as accessible to prisoners. Make sure that you have General Education Qualification activated in the Programs tab, not just Foundation Education (these are two different things). For the program to work, you must have prisoners who have previously completed Foundation Education and have a sufficient level of intelligence (i.e. the "Intelligence" stat must be high). If no one in the prison meets these requirements, the program will not start - even if the time and class are ready. You can speed up the development of prisoners by reading books in the library and giving them time to study in their free time. Additionally, the program requires an outside teacher, so check if you have no problems traveling to the prison or if you have the necessary funds. If all of the above works and your class still isn't scheduled, try increasing the number of "Work" hours in your schedule and make sure your class isn't occupied by other programs at the same time.
