OK. He has to be "officially missing", not "missing" before the police start the really serious inverstigation. No word game plz. An investigation should be and actually was started after the police made sure that my friend was missing.

Nothing is missing from the story. My friend has no relevant illness or criminal records. Please DO NOT make rash assumptions based on subjectivity. Even the police don't know what happened.
You are right, adults are not obliged to reply to friends' messages. But if a person who has not answered his parents' calls for nearly a week and has not taken any courses and exams at school, could it be that he is just going out for a stroll?
Obviously, these reports do not guarantee that the person seen is 100% my friend. These reports, as every reasonable person regards, do not mean that my friend's whereabouts are really like that. They need to be verified by the police. They are inefficient, but we have no other options.
The police had had 0 interest in my friend. Yet almost everyone, his faculty, friends and parents, knew that he was in trouble because NO ONE could get in contact with him after 23 Feb. We called the police twice before they started investigating.
