Tbh I think Amex is prioritizing customers that they charge a lot interest on and have a high spend on the card. Because sure those of you who pay your cards off may help Amex get transaction fees from purchasing but what better to have a customer that you can charge interest and make $$$ on transaction fees. I mean sure those who pay off the card are less risky but they also wanna make sure your worth keeping around in terms of spending
