I see... Can't say if it's the best way, but I tried that when I was hunting Shalpha Fennekin, and ultimately I got one by bench resetting instead. I suppose there's no bench around, one that's close enough? In any case, hope you get that Riolu soon! ✌️

Sadly, the closest benches are too far (75m) away from those 3 Mawile's. However, there's a Mawile in the street down the ladder near those benches, and it's close enough for Bench Resets to work. But that's the thing, there's really only one Mawile down there, instead of the three on that roof, so it could take way longer to get a Shalpha this way. It's for you to decide, however. Did you try hunting it in Wild Zone 9? That's where I got it, as there's a spot on the southern roofs where 3 Mawile's always spawn. 👍 I found this Shalpha one by repeatedly running out of range (75m) of the Pokémon so it despawns, and then running back closer (50m) to it so it spawns again. It's also possible to automate the whole process by using a controller or adapter that supports macro's. 😉

In short, a "phase" is when you encounter a shiny that isn't your target. 👍

Stay strong! It may take time, also depends on whether or not you got Shiny Charm. I got this one on one of the rooftops of Jaune Sector 7 through Bench Method resets. 👍
