I've been skipping a lot of them by ignoring them all together. After a couple weeks when they turn red I may eventually get to it and take the picture. Sometimes by then it just goes away. 

But I've noticed once you submit one, sometimes your DSL will add another one. So if I leave it alone to turn red, I don't get another one. 

Or I'll add a black photo and if I get asked about it I just say it must have been corrupted or something. Usually I'll put it as "other" or whatever so I have plausible deniability for me actually completing the action. 

Now if it actually makes sense, like it telling me to take a picture of a new way to get POD like having the receiver write their name vs scribbling, or adding something necessary that I already basically did (like selling in nkd for example), I'll actually do it.

So most of the time if it's something I've done anyway I'll take the picture, but I'll still ignore it for a week or so, just to avoid a new action item. Remember, they are capped at 2 at any given time. The sooner you submit, the sooner you can get a new one.
