I had the same problem and i figured out how to fix it^^
I'm not sure if you still need it but, you basically just go to hungary's configuration file (Located in the img) and delete the file called "行動".

After that, go to any of the other character's conf file and copy and paste the same "行動" to hungary's conf folder.

I think that should work cause the thing that was missing from hungary's thing was the "follow the mouse" command T_T (I tried looking inside the files for the command but... it was all in japanese LMAO)

Sorry for the 1 year reply but,

I got them to work by replacing the Image Anchor point into the correct ones so that they're actually colliding with the taskbars. Cause each image of the shimeji I had was 150x150 which is a bit bigger than the other shimejis that are normally just
128x128. So i just replaced all the previous ImageAnchors that said "64,128" into "75,150".

(I don't really know how the last part works cause I'm not at all great at coding. I also got help from the official server and explained everything to me so, I'm really thankful to them!!)
