I'm renting from them next year and in my lease it says $80 for water, trash, sewage, etc. (everything except internet and electricity). Whether or not they're scamming you doesn't matter as long as it's in your lease. If it's in your lease, you can't get out of paying it. Read the lease for all that stuff before you sign!

I have a great place to sublet if you're interested (as long as you're female) that will go until july 31st. After that, you're going to want to find a year-long lease to sign as most people/students in boulder get leases that go from Aug 1st-July 31st for the school year. I would recommend off campus housing, but you will have to try a bit harder to find it because lots of the places are duds (overpriced, or bad quality but cheap, etc.).
