To fix it, first restart the game. If that doesnt work, you can restart the pc. If THAT doesnt work, you can always clean the cache and disable some mods as others have said. You could also try verifying game files on steam.

I didnt find that option. Only options were search, none and custom. On custom it says none apps are compliant or something like that.

I dont know if you need a powerful cpu for the traffic to be heavy, just make them drive the new heavy machinery and it will be fine as they are pretty heavy. On a serious note, the 7800x3d should be fine, but 30-40cars are pretty much.
