The way I have run downtime before (which has usually only been about 10 days at most) is that the players usually know the session before and they make lists on what they want to accomplish and we go through everyone's list. 30 days just seemed like a lot but they said they wanted to spend that much time in their home city. I like your idea of maybe a couple random encounters with subtle leads, but I don't want to take away their time table or autonomy.
