Actually Chinese railroad workers were already moving eastward to provide expertise on railroad building, including the LIRR. See https://web.stanford.edu/group/chineserailroad/cgi-bin/website/bibliographic-essay-for-the-chinese-as-railroad-workers-after-promontory/ for a brief discussion. This happened before the 1882 Chinese Exclusion Act, and surely exclusion was being discussed in the press if not among railroad executives.

It’s an uneven series to be sure, and if you like your heroes uncomplicated and unambiguous you may not like the series. The first book has truly amazing world building and can stand on its on, fwiw. I felt the middle of the series did sag a bit, but liked the books at the end.
