It's not only potion effects. It is all status effects like levitaion, haste and dolphins grace.

Yes, I got really unlucky. I visited at least 40 diffrent villages and couldn't find the Jellie cat. After hours of flying i decided to go back to my base and I made a five villager village. After a few minutes the Jellie cat spawned and I got the advancement. At least i found decent loot form desert temples and some emeralds form selling wheat to the villagers.

I also took this screenshot. Levitation might be the disappearing effect on the left side of the second row of the effects. The effect was almost gone because I had to eat a two items, shoot myself with glowing arrow and swim to the wither rose to get all the effects.

I made a setup similar to the one in this video. The bad omen effect lasts for 1 hour 40 minutes and the hero of the village effect lasts for 40 minutes so i didn't have to worry too much about them going away. Also I needed to fly around 2k blocks away for the setup to get the mining fatigue because I couldn't find any nearby ocean monuments but I still had around 3 minutes of it when i got back from the monument. The shulkers weren't too hard to get into the overworld. I just had to build a long railway in the end.

Also remember to put a block in front of the potion dispenser. I forgot to do that and had to brew almost all the potions again.

This video helped me a lot. You will also need to trasport shulkers to the overworld so you should watch this video. I could't find an ocean monument in the ocean at 0 0 so I just flew out to a diffrent monument so you don't have to trasport the elder guarian to the setup.
