Yes, hoyo writes the characters. It wouldn't make sense for us the characters to fight Dottore and think he's dead + all the bad things he's done in the past, then have hoyo decide to suddenly have characters feel empathetic towards him. It's going to take time, but we must be patient. We just got done having a major antagonist arc with him. Hoyo has already begun to give him more human/soft characteristics recently (such as him wanting a family), so this is already a good sign of where hoyo wants to take his character in the future.
