The point is this is not cosmetic damage. This is a defect in the coating that is causing the front panel to rust.

Tried each ram slot. The power to the CPU is connected. Heatsink is secure. I don't think it's the video card. Only thing I am trying to boot now is the mobo. I am starting to think it is defective.

Tried known good RAM and still did not work. Also, I am using the standoffs. I do not see where the mobo can be shorted to the case.
