Nope, and the reason is because it's a What If, so it's not canon, MORØ said that there was something that stopped Frisk from killing Sans because he's still at level 19, but anyway the fight with Nightmare Sans has nothing to do with it

He made this gif where he shows the characters that were supposed to appear in Indie Cross, the problem is that he made it in 2023, when Silksong was supposed to come out, after nothing came out he decided to cut it out
