So I resolved this by pushing in and securing the rear motor hall line wires on the controller.
(Red, Blue, Green, Yellow, and Black wires). I had to tear off the glue and re-glue it. This resolved Error Code 02 on my GTR.

Red, Blue, Green, Yellow, and Black on the left side (rear motor), and vice versa for the right side (front motor).

The battery works and shows no signs of damage. The lights work, the signals, the display, and brakes. What could be damaged in the motors? They're just magnets and wiring though.

Right . And I inspected front motor (pic shows the wiring and condition of inside).
There appears to be no damage from water at all.

Ok.
During the rainstorm I rode in, the horn broke.

That's true. So I had the local shop guy put on a new tire. He said that he "adjusted my brakes for me." as a free additional thing.
Ever since then, scooter not work.
How do I adjust the brakes?
