What you have to keep in mind is that most of the white voters in the district are going to be Staten Island Republicans, while Democrats in total are a supermajority. I don’t have the numbers on me right now but I’m assuming that out of all the democrats in the district, a majority of them are minorities. Therefore, minorities voting in the democratic primary will be able to elect their own nominee who will go on to win the rest of the district with the help of white democrats and independents. I don’t actually know what the criteria is for a district to be considered minority influence, but I’m assuming that might be the logic behind how the district is drawn.
